What is the definition of missing persons?

Children under 18 years old, people with intellectual disabilities, autistic disorders, or mental disabilities among those specified in the Article 2 of the Welfare of Disables Persons Act, at the time of missing from their guardians due to abduction, enticement, neglect, runaway or losing of their way.
(People with dementia are treated in equivalent to missing persons)

Missing persons under protection Among the missing persons under the Article 2.2 of the Law, those who are under protection of the police because they could not identify their guardians.
Runaways People at or over the age of 18 who ran away from their guardians (and who are not missing persons). Among them, adolescents are referred as "runaway adolescents" under the Article 2.1 of the Juvenile Protection Act and the others as "runaway adults".
Dementia patients People with clinical symptoms caused by dementia according to the Article 2.2 of the Dementia Management Act and who are diagnosed with dementia from a doctor or an oriental doctor
